Collective Security

• Cooperation of several countries in an alliance to strengthen security
• Aggressor against one state is considered aggressor against all other states
  • If one country start war, all others will wage war on that country
  • Act together to stop the aggressor

• USA did not join the League from the start
• Neither the League or USA were able to cooperate
• Conflicted interests among major powers
• Rise of USSR outside the League
